While troubleshooting, I found a <a href=\"https:\/\/community.dynamics.com\/crm\/f\/117\/t\/208952\">helpful thread<\/a> and <a href=\"https:\/\/community.adxstudio.com\/products\/adxstudio-portals\/documentation\/developers-guide\/cache\/web-notifications\/\">Adxstudio Portal KB<\/a>. We don&#8217;t need to use web notification now for Dynamics 365 portal, this solution is kept for the compatibility of the Adxstudio Portal solution.
